Personally I ALWAYS recommend War of the Walkers for folks new to overhaul mods. It's easy to forget about it with all the politics and warfare going on constantly, but Total War: Rome Remastered also features a city view that lets you step away from the tumultuous life of a faction leader and just admire the cities you've built.
